Retired Col. Kiiza Besigye Speaks Out on Museveni – Mbabazi Fall Out, Full Statement Below

Below is Besigye’s statement in full — Mrs Jacqueline Mbabazi’s press statement published by (among others) the Sunday Monitor of 9th March 2014 offers several interesting insights into the current state of the Museveni/ NRM regime.

Most of what Mrs Mbabazi says simply confirms what many of us who left the “NRM” have pointed out for many years and vindicates our determination to stop the Museveni/ NRM misrule.

Genesis of the Conflict:

Mrs Mbabazi confirms that their family has been under close surveillance for quite some time. I can make an informed guess that this must have started or intensified from the time Amama Mbabazi was (re)elected as NRM Secretary General (SG) in 2010.

Mr Museveni is only comfortable with leaders whose legitimacy entirely derives from him. He was comfortable with a hard-working, loyal and unpopular Mbabazi. This comfort afforded Mr. Mbabazi the opportunity to be one of the secret “fundraisers” for the Museveni political machinery and one of the main dispensers of patronage (favours); both in allocation of jobs and money to rent support for Museveni.

It would appear that Mr. Museveni didn’t realise early enough that Mr. Mbabazi used his advantaged position to rent support for himself, rather than for his Master.

Mr Museveni was rudely awakened to Mbabazi’s scheme of building his own patronage networks during the 2010 election for the office of NRM Secretary General. Contrary to popular belief, Mr. Museveni first tried to stop Mbabazi from getting elected.

However, he realised how strongly Mbabazi had marshalled his patronage networks, on the one hand, and the “unsuitability” of the alternatives in the race, on the other. Mbabazi was also the incumbent SG and used it to influence and manipulate the National Delegates’ Conference. Mr Museveni, then, chose to tactically support him.

Mr Mbabazi had clearly established a source of legitimacy outside Mr Museveni’s direct control. This is where Mr Mbabazi crossed the danger line!

From this point onwards, Mr Museveni set out to ensure that Mbabazi, somehow, relinquishes the office of NRM Secretary General. He also set out to curtail his power of patronage. This was/is not an easy task because Mbabazi had become privy to many of the “schemes” at the heart of the patrimonial regime. The process is clearly underway; he should only pray that he wont expire with it!

The Statement of Mrs Mbabazi reveals some of the things Mr Museveni has been doing to deal with a perceived internal opponent or the Mbabazi “threat”; notably:

1. Use of Security Organisations:

The Octopus-like array of Security Organisations and Mr. Museveni’s personal informer networks were woven around Mr Mbabazi and whoever was associated to him.

These organisations and networks are keenly aware of Mr Museveni’s extreme fear and angst in the face of any challenge to his power. They routinely play on this to extract incredible amounts of money for these intelligence “projects”. The biggest industry in Uganda is without doubt the “intelligence industry”! The trouble is that it manufactures and supplies false information that will excite the consumer- Museveni.

The “Intelligence” reports Mrs Mbabazi describes to be in Mr. Museveni’s possession should never have been the duty of our National Intelligence Services to gather. If the information was inadvertently gathered, it should never have been used the way Mr. Museveni went ahead to use it. Apart from the shocking violation of people’s privacy, there was no iota of threat to National Security by any of the reported activities.

Mrs Mbabazi’s warning to the Youth mobiliser that “Afande Teargas (General Kale Kayihura) would attack them with teargas if they organised the next conference in Kampala” is chilling confession of how Mr. Kayihura’s police is perceived; even by the Leader of NRM Womens’ League and Prime Minister’s family!

She goes ahead to say “True to form, the police through Felix Kaweesi have made a partisan statement this week so my concern about a teargas attack on the youth therefore could not be far from the truth”. Uganda Police, under Gen Kale Kayihura, works in the same way as the Dogs in George Orwell’s Animal Farm!

2. Disregard of the Constitution, law, regulations and Institution:

Mr. Museveni has been using the NRM Parliamentary Caucus to endorse himself as the “sole presidential candidate” and to push the NRM SG out of office; well-knowing that he’s violating the NRM Constitution and institutions.

MPs may be NRM members and they are elected on NRM manifesto, but they are not elected by NRM members per se. They are voted by voters from any political party and those without any political affiliation. Therefore, MPs are leaders in Government sponsored by NRM, but they are not NRM officials. The office of the NRM MP is for all persons in the Constituency not just for NRM members. This is why it’s wrong to remove an MP from parliament once the sponsoring party dismisses him from its membership.

On the other hand, NRM Constitution provides for organs, such as the Central Executive Committee (CEC), the National Executive Committee (NEC) and the National Delegates’ Conference (NDC) with specific roles that cover what Mr Museveni was using the Parliamentary Caucus to do.

While Mr Mbabazi was being rebuked in Kyankwanzi for stirring “disharmony” and undermining NRM “cohesion” by his early campaign activities in the “wrong forum”, an MP was soliciting for signatures to endorse Museveni as the sole candidate for the same election. A resolution declaring him as such was passed in the “wrong forum” as he beamed with a wide smile!

A Ministry that was formed to run the Office of NRM SG, Ministry in charge of “Mobilisation”, was endorsed by the Parliamentary Caucus to run the office of SG; even as the substantive SG “remains in office”.

What Mrs Mbabazi didn’t say was that their financial interests have been under attack. A bank in which Mr Mbabazi had substantial interest was “grabbed” from the owners in a typical NRM Mafia operation.

Mr. Museveni/ NRM Fascism:

In her Statement, Mrs Mbabazi makes an interesting judgment that the “NRM Kyankwanzi retreat and these last two NRM parliamentary caucus meetings that they have exposed fascist tendencies within the NRM party”.
My first impression was that Jacquelline had used the term “fascist” in a pejorative way; to express contempt and disapproval of what had been done and the way it was done.

On further reflection however, I think that the politics of Mr Museveni and his “NRM”, in a large measure, actually typify the Fascist ideology and leadership.

Mr Museveni’s preoccupation with his Ankole pastoralist “Culture” and his deliberate and concerted effort to promote it into the Ugandan and international discourse, as being superior to others, is a core component of the fascist ideology.

Fascism was generally underpinned by preoccupation with a Community in decline, humiliation and victimhood; all of which are easily identifiable as early motivations for Mr. Museveni’s political awareness. These motivations give rise to compensatory cults, which are also evident.

Fascist parties were elite-led, populist, and militant (armed) political organisations that opposed the principles of equality, Human Rights and Democracy.

Fascism views political violence, war, and imperialism as a means to achieve national rejuvenation and asserts that stronger nations have the right to expand their territory by displacing weaker nations

A Fascist leader was an embodiment of the State and exercised indisputable power. Challenging the leader was tantamount to challenging the State!

Do we have a fully-fledged fascist leader in Uganda?
Have the Mbabazi’s been helping build a neo-fascist party?

As they ponder these questions, I once again invite the Mr and Mrs Mbabazi and all those in the “NRM” who may be unknowingly serving and propping up a dangerous monster to withdraw and link up with freedom and democracy-seeking organisations and formations to liberate Uganda.

    All these people are in the same boat Besigye served the same regime for 20years and came out to cry foul. When Mr.Waswa Ziritwawula opposed the extension after 5years they all looked on. I think Mr. Museveni should cage the whole group from Besiggye to the Mbabazi family for being fools.
